                    REPEAL & REFORM UNDERWAY!

     Our chance to take back those freedoms stripped away last
year by President Clinton and his anti-gun cronies is fast
approaching!  This week, Rep. Jim Chapman (D-TX) kept his promise
to gun owners and introduced legislation to repeal the gun ban. 
Chapman's bill, H.R. 125, currently has some 50 co-sponsors. 
Also, the House Judiciary Committee will soon consider H.R. 3,
the Contract with America Crime Bill, and we need your help to
ensure that H.R. 3 contains provisions to repeal the '94 gun ban. 
Action Alert!  Please contact members of the House Judiciary
Committee and express your interest in seeing that a repeal of
the 1994 gun ban is included in H.R. 3.  For a list of Committee
members, please call the NRA-ILA Grassroots Division at 1-800-
392-8683, or call the GUN-TALK BBS with your computer and display
Bulletin #1.

A LOOK AT THE STATES:  

Arkansas - Pro-gun lawmakers will push for a personal protection
bill to allow its citizens to carry a firearm for self-defense. 
Hearings on this bill could be held by the State House Judiciary
Committee as early as January 16.  NRA members in Arkansas are
encouraged to contact their state lawmakers and urge them to
support this proposal to recognize law-abiding citizens' right to
carry firearms for self-defense.  

California - On Tuesday, January 17, at 6:00 p.m., the Fresno
City Council will consider amending the city code to make it
easier for law-abiding citizens to legally carry a firearm for
self-defense.  Any such reform in Fresno will pave the way for
similar action in other cities.  For more details, call NRA's
Sacramento Office at 916/446-2455.  In Newark, NRA members'
efforts paid off as the Planning Commission delayed immediate
action on the proposed zoning ordinance to ban the sale and
repair of guns in licensed dealers' homes, and block the opening
of new gun stores.  On February 21, the Planning Commission will
again meet to discuss this issue. We'll keep you posted!  

Illinois -  On Thursday, January 19, at 7:30 p.m., the Lombard
Village Board will debate an ordinance which could greatly
restrict your access and right to purchase firearms.  In addition
to obtaining a $400 license from Village bureaucrats, FFL holders
would have to comply with numerous zoning and regulatory
requirements.  Area members should call their Village
representatives and urge them to oppose this ordinance.  

Minnesota - A special primary election for the open State Senate
seat in District 33 will be held on Thursday, January 19th.  NRA-
PVF has endorsed incumbent State Rep. Warren Limmer (IR) to fill
the vacancy.  Limmer is a staunch supporter of our freedoms, and
if elected, will bring his pro-gun voting record along with him. 
Voter turnout is expected to be low, so every vote counts! 
Members in the area are encouraged to make it to the polls on
Thursday to cast their vote for Warren Limmer.  

Washington - On Monday, January 16, a firearm owners civil rights
rally will be held at the State Capitol in Olympia.  The rally
will begin at noon, and heavy turnout is critical if Washington
gun owners are to send Gov. Lowry a clear message that they will
no longer tolerate assaults on their freedoms!  For more

9782. 

     ON THE LEGAL FRONT:  Momentum for the federal lawsuits
challenging the Brady Act continues to mount!  In New Mexico,
Otero County Sheriff John Lee has been joined in his lawsuit by
five fellow sheriffs.  New Mexico is the first state to have
multiple sheriffs as plaintiffs in a Brady suit.  Federal court
rulings have already been handed down in Montana, Mississippi,
Arizona and Vermont, declaring the background check provision of
the Brady Act was unconstitutional because it commandeers state
officials to implement federal law.  Also this week, the Supreme
Court refused to hear a constitutional challenge to Montana's
hunter harassment law, thus letting the law stand.  As you know,
hunter harassment laws prohibit "animal rights" extremists from
interfering with individuals lawfully engaged in hunting.  This
is good news for hunters everywhere!
