Armey House Majority Leader U.S. House of Representatives Washington, DC 20515 Dear Dick: As you know, the Clinton Administration recently celebrated the anniversary of the enactment of the 1994 "crime" law. While the Administration believes the 1994 law has been successful, a recent survey reveals that only 15% of Americans feel safer since the law has been enacted. There were also a number of provisions that we believe fell into the "feels good, but doesn't help fight crime" category. We are particularly troubled with provisions in the 1994 law which place restrictions on certain firearms. In addition, President Clinton recently called for further restrictions on certain types of firearms ammunition. These policies threaten the constitu- tional rights of millions of law-abiding citizens. We are pleased that the House kept its promise earlier this year in passing a key provision of the "Contract with America"-- the "Taking Back Our Streets Act." These tough anti-crime measures would address many of the flaws contained in the 1994 crime law by bolstering law enforcement's efforts to apprehend and keep the most violent criminal offenders behind bars. However, we do not believe the Administration's policies of placing additional restrictions on law-abiding citizens are an effective method of controlling crime. That is why we are writing to request that legislation be placed on the legislative calendar which would address this important issue this year. For instance, H.R. 1488--the "Citizens Protection From Violent Crime Act", sponsored by the House Firearms Task Force--would reinforce an individual's right to defend self and family, secure law-abiding citizens' constitutional rights and emphasize policies which will remove and keep the most dangerous criminals off of our communities' streets. Our constituents support our efforts to reduce the size and scope of government. They also want us to ensure that the government does not infringe on our long-held constitutional rights. We look forward to working with you to ensure that legislation protecting Second Amendment rights can be debated and approved by the House in a timely fashion.
