                       BYE BYE, JOYCELYN!

This week, President Clinton issued walking papers to one of his
Administration's most outspoken advocates of "gun control" -- Surgeon
General Joycelyn Elders.  Could this be good news for gun owners? 
It's doubtful any Surgeon General appointment in a Clinton
Administration could be considered "good news," however, the rumor in
many a Capitol Hill circle is that former U.S. Representative Roy
Rowland (D-GA) is on the short list for the job.  Rowland, who'll
retire at the end of the 103rd Congress, voted in favor of the Brady
bill, however he voted AGAINST the gun ban.

Other major changes in Clinton's cabinet includes the retirement of
Treasury Secretary Lloyd Bentsen.  As you know, the Secretary of the
Treasury oversees the Bureau of Alcohol, Tobacco and Firearms (BATF).
Possible replacement:  Robert Rubin, who is currently the head of
Clinton's National Economic Council.  No word yet on Rubin's position
on "gun control."  At the Department of Agriculture, looks like
outgoing Secretary Mike Espy may be replaced by notorious anti-gunner
Representative Dan Glickman (D-KS).  You'll remember Glickman lost
his House of Representatives re-election bid to pro-gun Republican
Todd Tiahrt. 

NEWS AS IT'S HAPPENING IN THE STATES.  Mesa, Arizona:  Thanks to
vocal opposition from gun owners in the area, a proposal to restrict
city employees from possessing firearms in certain places and to ban
the carrying of firearms on city property and city buses -- even for
law-abiding individuals who have been issued a permit by the state to
carry a firearm for self-protection -- was pulled from consideration
by the City Council at their meeting this week.  Unfortunately, the
issue is far from dead.  It is rumored that Sarah Brady may be coming
to town to pay a visit to council members, urging them to take the
proposal up again sometime in January.  In the meantime, it is
critical  that NRA members in the area continue placing phone calls
to council members at 644-3000, urging them to oppose this ordinance.

SPECIAL ELECTION UPDATE:  Minnesota Special Election primaries were
held on December 15 to fill the open seat in State Senate District
47.  NRA-ILA endorsed Don Kramer in the Republican primary and Linda
Scheid, a former State Representative, in the Democratic primary. 
Both candidates won their respective races, so we will have two "A"-
rated candidates facing off in the general election scheduled for
Thursday, December 29.  There will also be a special election to fill
the open seat in State Senate District 16 on December 29.  NRA-ILA
has endorsed Dave Kleis in that race.  Turnout is extremely low in
special elections, so members in the area are encouraged to get to
the polls next Thursday and vote for Dave Kleis!  Kentucky Special
Election:  On Tuesday, December 27, there will be a special election
to fill the open seat in State Senate District 15.  NRA-ILA has
endorsed "A"-rated candidate Dr. James Crase in this race.  Again,
turnout is expected to be extremely low, so members in the area are
strongly encouraged to get to the polls and support James Crase.
