We had another good week in the legislature.

ASSEMBLY WAYS & MEANS COMMITTEE:

  AB X23 (Eastin)   would have extended handgun controls to long guns.
                    It was defeated.

  AB X24 (Eastin)   would have imposed a $50 tax on each firearm and a
                    $0.05 tax on each cartridge sold in California.
                    The bill was defeated but granted reconsideration.

  AB X120 (Speier)  would have committed $25 million from the general
                    fund for a gun "buy back" program.  The bill was
                    defeated but granted reconsideration.

  AB X121 (Speier)  would have put the above gun "buy back" program on
                    the ballot as a bond issue.  The bill was defeated
                    but granted reconsideration.

Although three of the above bills were granted reconsideration, they
are 95% dead.  Assemblyman Ross Johnson summarized these four bills
during the committee hearing in the following way, "We take $50 from
law-abiding citizens and then give the $50 to a burglar who's turning
in a stolen gun."  Right on Ross!


ASSEMBLY FLOOR:

  AB X132 (Katz)    would increase the penalty for illegal concealed
                    carry.  Katz lacks the votes and didn't bring up
                    the bill.

  AB X37 (W. Brown & Burton)  would repeal state preemption for
                              firearm laws.  Burton didn't bring the
                              bill up for a vote.


ASSEMBLY WAYS & MEANS COMMITTEE:

  SB 822 (Hayden)   would require the destruction of seized firearms.
                    Hayden didn't bring the bill before the committee.


ASSEMBLY JUDICIARY COMMITTEE:

  SB 1278 (Hart)    would allow a judge to require the subject of a 
                    domestic violence restraining order to remove all
                    firearms from his/her possession.  Stan Statham
                    (R-Redding) gave the deciding vote for passage.
                    Assemblyman Tom Connolly (D-Lemon Grove) held firm
                    under intense pressure from Willie Brown.  SB 1278
                    must also be heard in the Assembly Public Safety
                    Committee.

	
The legislature adjourned today for summer recess.  They return on
August 8 and the final day to consider bills is August 31.  Between 
now and August 8, it is essential that you "gear up" your friends and
family in opposition of SB X46 (Roberti) - the new assault weapon ban.
We can expect that the last days of the session will see a full scale
assault by the anti-gun forces.  Additionally, you shouldn't forget 
that Roberti's magazine ban SB 1128 is still sitting on the Assembly
Floor and can be brought up for a vote at any time.

Since the legislature is now on recess, there probably won't be a
FAX Alert next week.
