                        **** FEDERAL NEWS ****

The House of Representatives passed the "CRIME PACKAGE", it DID NOT
have any of the Gun BANS included.  The GUN BAN provisions will be
brought up for a SEPARATE vote NEXT WEEK.

It is CRITICAL that you call YOUR HOUSE REP ASAP and tell them to vote
NO to any and ALL gun BAN bills.  The US HOUSE Switchboard is
(202) 224-3121.  The possible California "Swing" votes are the

                    **** STATE (California) NEWS ****

The San Diego County Police Chief's and Sheriff's Association has
endorsed the following legislative plan:

 - Strict regulation on the sale and possession of assault-type
   weapons.
 - Mandatory destruction of confiscated weapons.
 - Regulation of the size/capacity of ammunition clips and their 
   sales/possessions to certain individuals.
 - Regulating the sale of ammunition.
 - Felony prosecution for carrying a concealed firearm with a permit.
 - Reasonable licensing and training standards.

Only Sheriff Jim Roache dissented.  In an April 18th letter, Roache
responded, "I am committed to the vigorous prosecution of persons
committing violent crimes using weapons of any type.  However, I also
am a strong supporter of the Bill of Rights to the Constitution of the
United States which includes the Second Amendment.  Certain elements 
of the proposed plan are in direct conflict with the public positions
that I have taken.  Philosophically, I cannot subscribe to a document
that is in such direct conflict and must decline to lend my support to
it."

Our members in San Diego County should ask their respective City
Police Chief what is meant by "assault-type weapons" and "reasonable
licensing".  Want to bet they have no idea?




KSCO - 1080AM in Santa Cruz is carrying pro-Second Amendment shows.
Carl Lehfeldt of the South Valley Firearms Safety Council in Morgan
Hill has informed us that on Saturdays from noon to 2:00 pm, Andy
Anderson hosts "Facing Reality" and on Sunday, Dave Allen's show runs
from 11:00 am until 2:00 pm.  Both are open to pro-Second Amendment
guests or calls.  If you're in Santa Cruz, consider giving your
restaurant business to Omei and the White Cockade - both are key
sponsors of Anderson and Allen's shows.



                 **** LEGISLATIVE (California) UPDATE ****

All of the firearms bills that were scheduled to be heard in the 
Senate this week were put over until next week.  This included Senate
Bills 1275, 1276, 1277, 1278, 1294, 1605 and 1717.


                **** IN THE ASSEMBLY (California) ****

AB 2546 (Polanco) Was put over until May 3rd.  It has "morphed" into a 
                  magazine bill.  Polanco may work with us{1} to 
                  produce a good bill. Please call him at 916/445-7587
                  and encourage him to target his bill at serious and
                  violent felons.

AB 2449 (Alpert)  The bill is out of Public Safety Committee but is no
                  longer an ammo licensing bill.  Alpert is also
                  working with us.  Please call her at 916/445-2112
                  and encourage cooperation in focusing the bill on
                  serious and violent felons.

AB 3382 (Bowen)   Dropped

AB 2865 (Lee)     Passed on a 4-3 vote.  Supporting were Robert
                  Campbell, Mike Gotch, Phil Isenberg and Barbara Lee.
                  This is one of the bills that would end state
                  preemption for firearm laws.

AB 2933 (Cortese) This bill was passed out of Public Safety on a 
                  unanimous vote.  Please call Cortese's office at
                  916/445-8243 and thank him for working out the 
                  concerns we had with his bill.

AB 3210 (T. Friedman) This bill was put over until May 3rd.  It has a
                      number of horrible provisions including a $200
                      tax per handgun and a ban on new sales after
                      1-1-95.  The obvious initial effect would be
                      that people on fixed incomes or the poor would
                      have to turn in their handguns or become 
                      criminals.  Please call Public Safety Committee
                      members and express your opposition:

AB 1333 (Gotch)  No action

AB X37           No action - } please keep up the pressure

SB 1128 (Roberti) No action - } Assemblyman McPherson has informed one
                  of our members in writing that:
                   "I am committed to retaining the intent of the 
                   Second Amendment by allowing law-abiding citizens 
                   the right to bear arms.  However, I do feel that it 
                   is necessary to support 'common sense' gun control 
                   measures aimed at educating and providing 
                   additional public safety to the general public."

                   "As far as SB 1128 is concerned, I believe it 
                   serves as an essential public safety measure and,
                   therefore, will be supporting its passage.  I
                   regret that we do not agree on this issue.  
                   Nonetheless, I respect your right to your opinion
                   and encourage you to keep me informed on your
                   perspective."

                 calling him at 916/445-8496.



Roberti was in Washington D.C., on Wednesday for a press conference
with Congressman Schumer.  You probably didn't see it on TV or in the
papers; only two local (Washington, D.C.) stations covered it - what 
a shame.
