Last week, the U.S. House of Representatives passed HR 4296 by ONLY 2
votes (216 to 214).  The votes broke down on party lines with EVERY
House Republican from California EXCEPT Steve Horn (R-38) 310/425-1336 
and Michael Huffington (R-22) 805/682-6600 voting against the bill.  
ALL of the House Democrats from California voted for the bill.  Please 
call all the representatives who supported us and THANK THEM!.  The 
bill will be voted on again after it has been reconciled with the
Senate Crime package version in the Joint Conference Committee.  This
vote may take place BEFORE Memorial Day weekend.  We still need their
votes!  So put the pressure on those that voted against us.

Schumer's (NY-D) HR 4296 bans semi-automatic firearms by *name* and
*description* of their physical features.


GUNS THAT WOULD BE BANNED BY NAME:
Colt AR-15; Galil; Steyr AUG; Beretta AR-70; Uzi; FN-FAL/LAR; FNC;
All AK-47 type; TEC-9, DC9, 22; MAC 10; MAC 11-type; Street Sweeper;
Striker 12; any copies or duplicates, in any caliber, of the above
firearms.


GUNS THAT WOULD BE BANNED BY DESCRIPTION:
ANY semi-auto rifle with a detachable magazine and two or more of the
following: Folding or telescoping stock, flash suppressor, threaded
muzzle, bayonet mount, grenade launcher, pistol grip that "protrudes
conspicuously" beneath the rifle's action.

ANY semi-auto handgun with a detachable magazine and two or more of 
the following:  Magazine that attaches outside the grip, threaded
muzzle, unloaded weight of 50 ozs. or more, barrel shroud that 
"permits the shooter to hold the firearm...without being burned", is
a semi-auto version of a fully-auto firearm.

ANY semi-auto shotgun with two or more of the following:  Folding or
telescoping stock, pistol grip that "protrudes conspicuously" beneath
the shotgun's action, fixed magazine that holds more than 5 rounds, or
the ability to use a detachable magazine.


LARGE CAPACITY AMMUNITION DEVICES THAT WOULD BE BANNED:
ANY ammunition magazine, belt, drum, feed strip, or similar device 
that can hold more than 10 rounds.
ANY parts that could be assembled into such a device.  (Exempt: .22
rimfire tubular magazines.


Errata:
In the May 5th FAX alert, there was an error concerning Senator Hart's
bills.  It should have read:

SB 1275 (Hart) - Would require a handgun purchaser to obtain license
                 from the Department of Justice. It would also require
                 a collector to obtain an arsenal license.  An arsenal
                 is defined as more than 25 pistols or more than 1000
                 rounds of ammunition.

SB 1276 (Hart) - Would require that a license be obtained from the
                 Department of Justice for the sale of ammunition.
 
SB 1277 (Hart) - Would prohibit anyone but peace officers from 
                 purchasing more than one handgun per 30-day period.
 


This week, the Assembly Public Safety Committee passed AB X132 (Katz).
It was amended to conform with AB 2469 (Burton).  Both bills will
raise the penalty to a felony/misdemeanor (wobbler) if the handgun
isn't registered with the Department of Justice and it's carried
concealed without a CCW permit.


SB X46 (Roberti) - Was approved on a 6-1 vote (Senator Cathie Wright
                   stood with us).  This is a California version of
                   Feinstein's federal assault weapon and magazine ban


AB 2706 (Caldera) - Was originally inteded to repeal state preemption
                    for firearms laws.  On May 10th, it was amended to
                    repeal Penal Code Section 12026(a).  Just when you
                    thought a bill couldn't get any worse, it did. 
                    The effect of this would be that you need a permit 
                    to possess a handgun in your home or business -- 
                    amazing!  The co-authors of this bill are:

AB X122 (Speier) - Failed in the Assembly Judiciary Committee on a 4-8
                   vote.  It would have made the seller of a handgun 
                   with a 3" or shorter barrel civilly liable for harm
                   caused by the purchaser.

AB X76 (Bowler) - Would require the Attorney General to collect
                  information on firearms that are used in violent
                  crimes and then submitted to crime laboratories.
                  The AG would have to make an annual report to the
                  legislature.  We think this would inject important
                  FACTS into the gun control debate.


AB 3695 (Honeycutt) - Would redefine "destructive devices" so that
                      antique elephant rifles and rifled shotguns
                      would be exempt.


Both bills have been approved by the Assembly Public Safety Committee.
Their next step is to Assembly Ways and Means.  Please call the
