     July 30 update -- The crime bill -- with its ban on over-10-
shot magazines and military-look semi-autos -- is expected to be
voted on Wednesday, Aug. 2.

     There will be two critical votes -- on the rule allowing the
bill to come to a final vote, and the vote on the crime bill
itself.  It is essential that you call your Congressman before
Wednesday.

     Our best shot at defeating the bill -- or at least delaying it
to death -- is to vote down the rule.  Many members of the Black
Caucus and opponents of the death penalty intend to vote against
the rule, but don't want to vote against anything called a crime
bill -- even if much of it has nothing to do with preventing crime.

     Rep. Henry Hyde -- who cast decisive votes for the so-called
assault weapons ban -- has said he will vote against the rule and
against the bill, calling it a "Wish list for frustrated
socialists."

     Last night Jay Leno's opening joke poked fun at the crime bill
-- talking about drug addicts playing midnight basketball.

     The Senate is waiting for the House to act.  The
Administration is trying to get the bill through both Houses by
Saturday, but that's unlikely if there's a filibuster -- and there
may be for Sen. Dole has called it a spending boondoggle.

     The extreme haste indicates how badly the Administration wants
it, and the desire to wipe the Whitewater hearings out of the news.

     The so-called "assault weapon" provisions accepted by the
House conferees is almost identical to what the House passed in
May, except there are no restrictions on presently owned guns that
would be banned from manufacture or importation.

     That is, there is no requirement to register those guns, or
for the owners to maintain any special records if they are
transferred.

     It bans 19 guns by make and model, plus the same generic
descriptions in the Feinstein amendment, which would prohibit
manufacture of about 150 additional models that have been made in
the past.

     There are no restrictions on possession of existing over 10-
shot magazines, but they could only be transferred as if they were
firearms.

     Please get this information to as many gun owners as possible.
