The Crime Bill is in Conference Committee where the Senate and House 
versions will be reconciled.  This note is the script for the latest 
telephone update.  If you called and got no answer, it was because of 
a power glitch that scrambled every electonic gadget in the house, 
including an answering machine.

It should go without saying that your elected servants need to hear 
from you -- again.

As I prepare to send this out I'm hearing initial reports of the 
Air Force base shooting.  I've never been one for conspiracy 
theories, but I'm ready to make an exception.

              Crime Bill Before Conference Committee

     June 19 update -- Tuesday's Senate hearings on the Biden-
Schumer handgun registration bill, which is part of Brady II, were
cancelled -- probably because that bill could scare off some votes
for the so-called "assault weapons" ban that's likely to become
part of the crime bill.

     The House-Senate crime bill conference started Thursday with
only opening statements.  The real work is scheduled to begin
Tuesday.

     The staff has prepared a draft bill that includes many
contentious provisions -- particularly huge chunks of money for
prisons, for social programs and for police scholarships.  But the
working draft does not yet include the two thorniest sections --
the so-called "assault weapons" ban and the so-called "Racial
Justice Act."

     The opening statements reveal the range of disagreement: 
House Chairman Jack Brooks said the bill will have "limited
impact."  Senate Chairman Joe Biden said it is of great import, but
on a limited scale -- whatever that means.

     Rep. Don Edwards talked only about the racial quota for the
death penalty, calling for "eliminating the last vestige of
slavery."

     Sen. Edward Kennedy talked only about "assault weapons" and
"racial justice," deploring the fact that more blacks are on death
row, and ignoring the fact that more blacks are murderers -- and
murder victims.

     Sen. Howard Metzenbaum said there is nothing useful in the
crime bill except the gun ban.   

     And all those guys are Democrats.  

     As I've been saying, this bill is a long ways from law.  It
probably will become law, but it won't be quick, and there's no
telling what gun provisions -- or anything else -- will be in it.
