What happens is that the White House trasmits documents to an electronic site, which conveys them to SunSite at UNC, which then adds them to their politcal-science/whitehouse-papers directory. This directory is mirrored by our server nightly and the Index is rebuilt based on what it finds there. So, the Index changes every 24 hours--the update occurs around midnight each night--so, my guess would be to send for a topic search every day or so. Another option, of course, would be to log into the gopher server at sunsite.unc.edu (gopher sunsite.unc.edu) and browse the files there at your leisure. If they're at SunSite, then they should be at whitehouse.gov in the next cycle.
