On Monday, October 2, the Contra Costa County Internal Operations Committee will hold a public hearing on proposed adoption of zoning, business permit and conditional-use ordinances that would severely affect licensed firearm dealers. It is critical that gun owners and FFL holders help defeat these needless government mandates! These proposals are part of an orchestrated campaign to reduce firearms in the community and put licensed firearm dealers out of business. Caldera proposed that AJR 18, his measure to encourage Congress NOT to repeal the federal gun ban, be added to SB 670. AJR 18 had previously failed in the Assembly Public Safety Committee. Once again, with the assistance of Democrats Joe Baca and Willard Murray and the Assembly Republicans, the effort was defeated. SB 670 is now on the Governor's desk awaiting his signature. Attorney General Dan Lungren will be encouraging him to veto the bill. It is essential that you call the Governor's office at (916) 445- 2846 or fax his office at (916) 445-4633 and encourage him to sign SB 670. POLICY COUNCIL ON VIOLENCE PREVENTION: Earlier this month, Attorney General Lungren's Policy Council on Violence Prevention released their final report. The 26 member council included Kern County District Attorney Ed Jagels, Police Chiefs Robert Blankenship (Redding) and Arturo Venegas, Jr., (Sacramento) as well as LAPD Commander Willie Pannell. The council recommended that the legislature enact the following assaults on your Second Amendment rights: * prohibit the manufacture and sale of so-called "Saturday Night Specials;" * require guns manufactured in California to meet the same consumer safety and production standards imposed on imported firearms; * require gun manufacturers to build in or provide child safety devices for all firearms sold in this state and require all dealers to offer such devices at the point of sale; * urge Congress to support the continuation and rigorous enforcement of the federal assault weapons ban; * limit the sale of expanding, hollow-point ammunition; * require all gun dealers to register with their local police or sheriff's department; * require individuals to obtain a license to purchase a handgun. * encourage gun owners to record the make, model and serial number of their firearms for reporting purposes, if stolen. The council also recommended that the legislature increase the penalty for carrying loaded, concealed firearms without a permit from a misdemeanor to a misdemeanor/felony at the discretion of the district attorney, and several other measures that should concern law-abiding gun owners. Based on our discussions with Jagels, it is clear that he is unhappy with the above recommendations. It is unclear how the other law enforcement representatives feel. SAN FRANCISCO: On Thursday, September 28, the Press Club of San Francisco will sponsor a debate on "Gun Control and the Second Amendment". NRA Board Member Fielding Greaves will debate John R. Heisse II, Esq., who is Chairman of the Legal Community Against Violence. The event will be held at the Press Club Tapestry Room at 6:00 p.m. Admission is free but reservations are required and can be made by calling (415) 775-7800. SOUTHERN CALIFORNIA: On Saturday, September 23, between 10:00 a.m. and 2:00 p.m., Senator Richard Polanco (D-Los Angeles) and Assemblyman Antonio Villaraigosa (D-Los Angeles) will lead a freeway caravan first to Lorcin Engineering and then to Bryco Arms. Their objective is to try to keep the issue of banning so-called "Saturday Night Specials" alive.
