Here is the weekly legislative update from the California Rifle and Pistol Assn. (CRPA). This is a transcript from a broadcast made on the "It's not about Guns,. . .It's about Freedom" radio show on KIEV 870 A.M. (Glendale, CA). Broadcasted each Tuesday night from 8:30 P.M. to 10:30 P.M. My own comments in []. ***********Beginning of Article******* Good evening, this is Gerald Upholt, Manager of Governmental Affairs for the California Rifle and Pistol Association with a "Legislative Watch" report on activities in the state capitol. SB 43 by Democratic Senator Pat Johnston of Stockton, was recently the subject of a heated debate before the Assembly Public Safety Committee. The bill, which failed passage on a straight party line vote, would have strictly prohibited a police chief from issuing a concealed weapon permit to anyone who does not live within the boundaries of the city over which the chief has enforcement jurisdiction. [According to CA leginfo, the bill was voted on in the Assy. Pub. Safety Comm., defeated along party lines, AND WAS GRANTED RECONCIDERATION!!! IN OTHER WORDS, IT AIN'T DEAD YET!! KEEP THEM CARDS, LETTER, PHONE CALLS, FAXES TO THE ASSY. PUB. SAFETY COMM. COMMING!] Under current law, any concealed weapon permit issuing authority within a county can issue a permit to any resident of the county who is at least 21 years of age and is not in a category of persons prohibited from possessing a firearm. in the case of a police chief, it is not currently necessary that a permit applicant live in the chief's city [According to Darrel Gates, this is how LAPD got to avoid issuing CCW permits and still take care of their friends. What would be done, is that applicant would be sent to the Culver City Police Chief who would issue the permit per a request from LAPD. Truely, the state's CCW system must be reformed.] SB 43, had it passed, would have greatly reduced the ability of persons in need of a permit to obtain one in many counties throughout the state. The bill was sponsored by the Sacramento County Sheriff, who does not himself issue many permits and who disapproves of the policy of a city police chief in the sheriff's county who does. It was an attempt to reduce the number of permits being issued in the county, and in other counties as well. [HOW DO YOU SPELL CORRUPTION IN LAW ENFORCEMENT???] In its testimony in opposition to SB 43, the California Rifle and Pistol Association reviewed the need to reform the entire concealed weapon permit issuing system and pointed out that SB 43 would be counterproductive to achieving meaningful reforms, and would unnecessarily make it more difficult for someone who needs a permit to obtain one.
