Typing errors are my own. ***********Beginning of Article******* Good evening, this is Gerald Upholt, Manager of Governmental Affairs for the California Rifle and Pistol Association with a "Legislative Watch" report on activities in the state capitol. **** DROS Fee Abuse Bill Amended Assembly bill 233, authored by Democratic Assembly member Sheila Kuehl of Santa Monica, which would have raided the firearms purchasers Dealers Record of Sale Fund to pay for expansion of the data base for the Domestic Violence Protective Order Registry, has now been amended to remove the Dealers Record of Sale Fund as the financing source. Under existing law, fees paid to the fund by firearms purchasers are intended only to pay for the purchaser's mental history background check during the 15-day waiting period. The amendment removing the Dealers Record of Sale as the funding for AB 233 occurred during a Senate Judiciary Committee Subcommittee on Family Law Hearing when Republican Senator Cathie Wright of Simi Valley clearly and accurately articulated why AB 233 should not be funded by firearms purchasers, and offered to help Assembly member Kuehl find other sources of funding for her bill. Senator Wright is also vice-chairperson of the Senate Budget and Fiscal Review committee and is therefore in a unique position to render this kind of assistance. Assembly member Kuehl, who, as it turned out, is really only interested in finding appropriate funding for AB 233, readily accepted the Senator's suggestions and amended her bill accordingly. The California Rifle and Pistol Association then withdrew its opposition to AB 233 since firearms purchasers would no longer be required to fund the cost of it. This turned out to be one case, thanks to Senator Cathie Wright, where everyone was able to leave the bargaining table as a winner!
