California:

     Victories for gun owners!  Upon reconsideration, the Assembly
Public Safety Committee rejected Sen. Polanco's S.B. 933, a ban on
the manufacture and sale of so-called "Saturday Night Special"
handguns on a 5-4 vote.  On a 4-4 vote, with one abstention, the
committee also blocked S.B. 43, legislation which would have
restricted the authority of police chiefs to issue carry permits to
residents outside their immediate jurisdictions.
