The bill also would make it unlawful to deliver, sell, etc. or receive ammunition through the mails, a licensed delivery service, or any other common carrier unless the purchaser, transferee, or person receiving the ammunition has a valid federal firearms license. This bill would provide that there will be no limit or preemption of the authority of cities and/or counties to regulate ammunition. (This is one we need to get after right now. Legislative Counsel's Digest AB 99 as amended in Senate June 8, 1995 (Pursuant to Joint Rule 26.5) AB 99, as it passed the Assembly, revised definitions of handgun ammunition," body vest or shield," and rifle" for purposes of prohibiting handgun bullets designed to penetrate a body vest or shield and provided that these revisions are declaratory of existing law. The Senate amendments additionally include handgun ammunition designed primarily to penetrate metal or armor. The amendments also delete the urgency clause. (This bill uses the same definition for bullets as is used in the federal statutes. One thing I noticed is that the Legislative Analyst is listed as being on record supporting this bill. That office is the one which writes up the synopsis which many Legislators use to decide whether to vote for or against a bill. I'm sure the Chief Legislative Analyst would not let any bias creep into his analysis. Hmmm? It states that inert and practice grenades are to be considered deadly weapons, unless they are filled with an inert substance and welded shut. A.B. No. 632 Katz. Firearms. This bill increases the penalty for carrying concealed. More convictions would be considered a felony and most convictions would call for up to a year in county jail and a fine. This bill would recast provisions prohibiting carrying concealed firearms, adding to the list of exempt acts the possession or transportation of any unloaded curio or relic firearm. This bill would also remove the dealer's restrictions and reporting requirements concerning curio or relic firearms. It would add the requirement that the purchaser's Basic Firearms Safety Certificate number be added to the information included on the DROS.
