Global Gun Control. According to the Washington Times, Japan has assembled a coalition of more than 20 nations to press for "global controls to curb illegal trade in firearms...." Japan has a nation- alized police force and one of the strict- est gun control polices in the world. The Japanese government claims that more than 90 percent of the guns which are tracked down by the country's law en- forcement agencies have been smuggled in from abroad. Japanese government sources told the Times that "efficient countermeasures cannot be designed without interna- tional support." Accordingly, the Japa- nese Foreign Ministry and National Police Agency will submit a plan for global firearms control to the UN con- ference on crime prevention, which will be held in Cairo this April. It is worth noting that the Japanese proposal would set the stage for global "harmonization" of gun laws in favor of those nations-like Japan-which es- sentially ban private firearms ownership.
