The UN plaza, btw, has a sculpture of a revolver with its barrel
tied in a knot.  That, and the following, shows just what the UN 
thinks of your RKBA.  Note that the assembly
    "will search for ways to stop ALL weapons, from
    nuclear bombs to handguns and assault rifles.
                     ^^^^^^^^^^^^^^^^^^^^^^^^^^^
that's a pretty clear statement of intent.

9:30 - 11:00am  "Voices from the Nuclear World" Citizen peace
leaders from nuclear countries will address the need to eliminate
nuclear weapons.  Nations represented will include;U.S., U.K.,
Russia, France, China, Ukraine, Kazakhstan, Israel, India, and
Pakistan.  Also represented will be the countries which have
stepped back from the nuclear brink - South Africa, Brazil and
Argentina - and nations directly affected by the development and
testing of nuclear weapons - including Japan, Canada, Tahiti, the
Marshall Islands, and indigenous nations, including the Western
Shoshone and the Maralinga of Australia.

11:00 - 12:00pm         Panel Discussions Citizen representatives
from nuclear and near-nuclear states will present a series of
panels organized by interest and region.

12:00 - 2:00pm  Lunch Break Participants can use this opportunity
to convene constituency caucuses.

2:00 - 6:00pm    Issue Workshops Workshops on nuclear disarmament,
arms trade, and community violence will be available for those who

International Citizens' Assembly To Stop the Spread of Weapons

Vision Statement

We come together for an end to the proliferation of weapons and
violence in our communities and around the world. The centerpiece
of our work together will be an international citizens' assembly,
which will occur during the United Nations conference on the
Non-Proliferation Treaty (NPT) in April 1995 in New York City.

Our message to the United Nations and to all the governing bodies
of the world is "non-proliferation means disarmament." We demand
that Article VI of the NPT, to "pursue negotiations in good faith
. . . on general and complete disarmament," be implemented.

We believe the primary purpose of the United Nations - "to save
succeeding generations from the scourge of war," - is undermined
by the proliferation of conventional and nuclear weapons.  The
signatories of the U.N. Charter, particularly the great powers,
must recommit themselves to ending war and stopping all forms of
weapons trafficking. We oppose the international transfer of
nuclear materials and technology which can be used to make nuclear
weapons.

We seek to build a movement embracing all cultures, races and
nations. This requires peace with social, economic and
environmental justice. It means opposing the spread of all weapons
of destruction, from nuclear and conventional arms used between
nations to handguns and assault weapons used between neighbors.
The proliferation of weapons large and small stimulates violence
and spends money and human resources which should instead be used
for meeting basic human rights and needs.

We uphold the vision of a world free from war and violence, where
all people are secure and free to exercise their basic human
rights. We uphold a vision of ever widening circles of peace,
encompassing the disarming of our streets, worldwide nuclear and
conventional disarmament and the building of new structures for
peace at all levels which include the nonviolent resolution of
conflict.

We invite all who share in our vision to join us in working
together to pressure political leaders for peace in 1995 and
beyond.

NO SMALL GUNS, NO BIG GUNS
A Citizens' Nonproliferation Conference
April 20-21, 1995, New  York City

While the governments of the nuclear nations meet at the
United Nations in April to review the Nuclear Non-
Proliferation Treaty, a far more interesting, radical and
important gathering will be taking place on the other side
of town.

The International Citizens' Assembly to Stop the Spread of
Weapons will take place April 20-21 in New York City. It
will be held at the Fashion Institute of Technology on
Seventh Avenue and 27th Street in Manhattan. The
registration fee is $25.

One thousand activists, academics, youth, and concerned
citizens are expected at this meeting to discuss the need to
stop the spread of ALL  weapons, from handguns to nuclear
bombs. They will be addressing the links between community
violence and international violence, and forging a new kind
of peace movement. Anyone who is interested or simply
curious about these issues is invited to attend.

Keynote speakers will include David Lange, former Prime
Minister of New Zealand; Maj Britt Theorin, member of
Swedish Parliament; Hilda Lini from Vanuatu;, Magdaleno
Rose-Avila from the Cesar Chavez Foundation and Tina
Johnstone who organized the recent Silent March in
Washington DC against gun violence. The heart of the
conference will be panel discussions where activists from
the movements against nuclear weapons, the international
arms trade and community violence explore the links between
these issues. A second set of panels will focus on Voices
from the Nuclear World; speakers will be coming from many of
the nuclear, near-nuclear and formerly nuclear countries
such as Britain, France, Russia, France, Japan, Korea,
Kazakhstan, India, Pakistan, Israel, to report on their
work.

There will also be smaller discussion groups, workshops, a
large cultural event and video-screenings. During the same
week, other events are planned as well: a demonstration at
the UN, an ecumenical service and a training session for
lobbying UN delegations.

The Vision Statement for the Citizens'  Assembly articulates
a common goal: the implementation of Article VI of the Non-
Proliferation Treaty, which calls for complete disarmament.
But conference planners carry a wide variety of political
views about strategy, i.e. whether to extend the NPT or for
how long, and whether to push for more gun control laws. The
Assembly is seen as a time to share these views and learn
from each other, rather than to search for a common
political platform. It will be a time for the debate and
learning that produce new campaign ideas.
