Noble, U.S. Treasury. +=+=+=+=+=+=+ UNDER SECRETARY DEPARTMENT OF THE TREASURY WASHINGTON, D.C. September 21, 1995 The Honorable XXXXXXXXXX United States Senate Washington, D.C. Dear Senator XXXXXXXXXX: It has come to my attention that a misleading series of form letters has been sent to Members of Congress concerning this Administration's policy with regard to firearms and ammunition. These letters state that the President plans to give the Secretary of the Treasury power to ban ammunition. This allegation grossly distorts the Administration's commitment to ensure the safety of police officers by restricting the manufacture of armor-piercing bullets. Moreover, these letters use inflammatory and misleading rhetoric to generate support for repealing the Assault Weapons Ban and the Brady Law, which are widely supported by the American public and are in the interest of law enforcement. The Administration proposes to conduct a study of that small percentage of ammunition designed to penetrate bullet-proof vests--cop-killer bullets--which remains legal because it lacks specific physical components. Organizations representing the sporting use of firearms, among others, would be consulted during the proposed study. The present composition-based standard for ammunition should be complemented with a performance-based standard that will better ensure the safety of the men and women who protect us from crime each day. Now especially, with the recent calls for armed defiance of law enforcement, we must guarantee that officers may do their duty with a reasonable measure of physical security. Ammunition designed to kill cops, not for sport, does not belong on our streets. Unfortunately, some industrious interest groups care more about blocking and overturning modest, well-regarded firearms and ammunition regulations than preserving the safety of law enforcement officers. I hope you will join us as we continue our efforts to support law enforcement and promote the safety of police officers and law-abiding Americans.
