Representative Bill Thomas (Bakersfield) has assured NRA staff in Headquarters that he will vote NO. Thanks for your calls. *** BRADY BILL AND PAWN SHOPS *** As you may know BATF and California DOJ are requiring a DROS ($14) and a 15-day wait when the owner tries to get a firearm out of pawn. To add "misery to sorrow", on April 1, 1994 the owner will also need a basic firearm safety certificate to get the firearm out of pawn. Expect DOJ and California firearm dealers to go into "meltdown" on April 2, 1994. *** ROBERTI-ROOS ASSAULT WEAPON CONTROL ACT *** There is now a stay pending a further order of the court. The Attorney General cannot begin the process of adding guns to the list until the stay is lifted. We have no idea when or if that will occur. *** SB 1128 *** The following is the body of a letter which was delivered to all members of the Assembly today: On March 17, 1994, SB 1128 will be brought to a vote in the Assembly. The bill would impose a variety of restrictions on "high capacity" magazines. SB 1128 is not a "ban" but rather a scheme to increase fees on legitimate firearm owners. The provisions of the bill would have little or no effect on "crooks" but would pose a real threat to honest citizens. I have attached a letter that I sent to Senator Roberti concerning the problems associated with SB 1128. He has not challenged any of my assertions. I have also attached a copy of a story from this morning's Sacramento Bee concerning the Roberti-Roos Assault Weapon Control Act (AWCA). Senator Roberti has rightly linked the AWCA and SB 1128. The AWCA has been a nightmare for law enforcement and SB 1128 would present even more problems. Senator Roberti has caused a major increase in the sale of semiautomatic firearms and now he is inadvertently trying to do the same thing with "high capacity" magazines. SB 1128 is neither well-conceived nor well-drafted and it deserves a NO vote. Sincerely, We need your help to beat SB 1128.
