This has focused attention on how unsound Proposition 117 (mountain lion hunting ban) is. AB 3417 (Harvey) is a vehicle for the needed reform. Harvey is carrying the bill for Governor Wilson. Assemblyman David Knowles has proposed amendments which would redirect Proposition 117 for deer propagation and would allow renewed hunting of mountain lions. AB 3417 is currently in the Assembly Water, Parks and Wildlife Committee. SENATE JUDICIARY COMMITTEE Only two bills of particular interest were heard on April 26th: SB 1650 (Johannessen) Would have changed "may" to "shall" concerning the issue of CCW's; was defeated by a 5-2 vote. SB 1717 (Leonard) Would make minor improvements to the CCW law but would also have increased the penalty; was defeated by a 5-3 vote. However, reconsideration was granted so it's not dead yet. We expect SB 1277 and 1278 (both from Gary Hart) to be heard this week. Roberti's new magazine ban bill, SB X37, and his new assault weapon bill, SB X46, will also be heard. ASSEMBLY PUBLIC SAFETY COMMITTEE The following are set for May 3, 1994: AB 2706 (Caldera) This bill would repeal state preemption for firearm laws. AB 3210 (T. Friedman) This is the $200 tax on handguns and ban of further sales after January 1, 1995. AB X24 (Eastin) This bill would impose a $50 tax on all firearms and a $0.15 tax on all cartridges. AB X132 (Katz) This is the reintroduction of AB 1105, which would raise the penalty for carrying a concealed weapon to a "wobbler" (misdemeanor/felony). COLT SPORTER SUIT The California Court of Appeal has made its temporary stay permanent. There will be no additions to the assault weapon list until there is a final decision. We have no idea how long it will be before we get a final decision. ON THE ASSEMBLY AND SENATE FLOORS AB 1333 (Gotch) was moved to the inactive file. It will stay there until they think that they have votes. SB 1128 (Roberti) and AB X37 (Brown & Burton) - No action. Keep up the calls; it's working! U.S. FOREST SERVICE The USFS is considering new regulations which could restrict or ban the use or possession of firearms on USFS lands. 36 CFR 261.58M allows for the issuance of an order which would prohibit "discharging or possessing a firearm, air rifle, gas gun or other device capable of causing injury to persons or wildlife or capable of causing property damage".
