AB 2865 (Lee) - This bill would allow local government to override state preemption and pass anti-gun ordinances. It failed on a 4-4 vote but was granted reconsideration. Please call Assemblymembers Tom Umberg (916/445-7333) and Bob Epple (916/445-6047) and thank them for their NO vote and urge them to "HOLD FIRM". AB 3410 (B. Friedman) - This bill would require the Department of Justice to license firearm dealers and sets up provisions that could be used to harm gun shows. It passed 5-3. AB X60 (Alpert) - This bill would require that, upon conviction for a crime that puts the person in a prohibited class, disclosure must be made to the court concerning how firearms and ammunition were disposed of. It passed. *** NEW BILLS *** AB X132 (Katz) - This is the new version of AB 1105 (Katz). It would make the carrying of a concealed weapon without a permit a wobbler. SB X46 (Roberti) - This is the new assault weapon bill. It is basically the same language that Senator Feinstein put in the Federal Crime Bill. If the firearms is a semiautomatic with a detachable magazine and has two additional features such as a bayonet lug, flash hider, protruding pistol grip, grenade launcher, etc., then it's an assault weapon. This would be in addition to the current restrictions in the Assault Weapon Control Act. SB 1128 (Roberti) and AB 1333 (Gotch) - It is likely that both bills will come to a VOTE ON APRIL 14th! SB 1128, the magazine capacity bill, is on the Assembly Floor and AB 1333, the gun destruction bill, is on the Senate Floor. *** NEXT WEEK'S CALENDAR *** SENATE APPROPRIATIONS - MONDAY SB 1275 (Hart) - This bill would require individuals to obtain a state license to purchase a handgun. SB 1276 (Hart) - This bill would require individuals to obtain a state license to purchase ammunition. SB 1277 (Hart) - Would make it a misdemeanor to purchase more than one firearm a year. SB 1294 (Hayden) - Would make it a felony to carry a firearm concealed without a permit. SB 1650 (Johannessen) - Would direct Chiefs of Police and Sheriffs to issue concealed weapon permit if the applicant wasn't in a prohibited class. SB 1717 (Leonard) - Would improve the current concealed weapon permit law. SB 1896 (Petris) - This bill would increase the penalty for sale of a firearm to a minor, require a trigger lock with the purchase of a handgun and all firearm owners complete the basic firearms safety course. SB X36 (Presley) - This bill would allow the forfeiture of a vehicle in which a minor (under 21) had illegally possessed a firearm. It would also increase prohibited classes to include "any public offense involving a firearm". Additionally, it would make it a "wobbler" to provide, knowingly or unknowingly, a handgun to anyone under 21 or a long gun to anyone under 18.
