By a vote of 225-210, the House of Representatives voted this afternoon (8/11) to defeat the rule for debate on the Crime Bill. 56 Democrats went against their party leadership to oppose further action, while only 11 Republicans jumped ship. This vote deals a crippling blow to gun ban efforts this year, but the fight isn't over. The bill will be sent back to conference, where the gun ban provision will likely be reconsidered. A listing of the vote will be made available sometime on August 12.] THE Rest of this bulletin was written by NRA Director and Second Vice President of NRA Neal Knox: 7:30 pm Aug. 11 update -- We defeated the crime bill rule by 225-210 late this afternoon. That may not have killed it and its gun ban, but both are severely wounded. The Schumerites plan a meeting at 10 a.m. tomorrow to decide what to do next. Their allies in the Senate may attempt to push the House-passed semi-auto ban, H.R. 4296, through the Senate, but a standalone bill isn't likely to get around a filibuster. The House was scheduled to take up health care, but NBC said the House will set that aside to work on resurrecting the Crime Bill. In fact Democrats are in such disagreement over health care that they had decided to cancel that round of votes before the crime bill loss, and some are trying to put the best face on both issues. CBS said the crime bill is probably dead. In fact, the bill will probably go back to the House-Senate conference committee. If they can reach a compromise the bill will again be brought to the House floor. But it's unlikely to go anywhere unless there are major changes to satisfy pro-gunners -- and if there are, the left wing will try to kill it. All three TV networks called today's vote a stunning defeat for President Clinton. He and his cabinet lobbied hard and lost. Immediately after the vote the President lambasted the vote which he correctly said was orchestrated by NRA. That's the same President who three months ago was boasting that NRA was a has-been and never-was. But don't think the war is over. Today Clinton appointed Abner Mikva as his legal counsel, replacing Lloyd Cutler. Mikva was the leading anti-gunner in the House in the 1970's, and was the first Congressman to call for a ban on handguns in 1969. When he was nominated by Jimmy Carter for the Court of Appeals for the D.C. circuit, the second most important court in the land, I was Executive Director of NRA-ILA, and we fought his appointment in the Senate and in the Courts. Needless to say, he hates us and the horse we rode in on. And he'll be whispering in Clinton's itching ears. But we can handle it. We just won a big one. But I'll tell you one thing, my friends, it wouldn't have happened without NRA-ILA Executive Director Tanya Metaksa -- who was being hammered by all the experts, and friends both on and off the Hill, to cut a deal and run.
