Here is a repost of HJR 438, the proposed amendment repealing the Second Amendment. Following it a quote from the resolution's author and then some hopefully constructive commentary. Well, folks, it's finally happened! When I saw this, I couldn't believe it, then I thought my heart stopped! Either way, the alarm must be sounded and the word must be spread as never before to stop this nonsense! THE FOLLOWING IS THE ACTUAL WORDING TAKEN FROM THE U.S. CONGRESS OF A BILL TO REPEAL THE SECOND AMENDMENT! =========================================================================== 102d CONGRESS, 2d Session --------------------------------------- H. J. RES. 438 Proposing an amendment to the Constitution of the United States repealing the Second Amendment to the Constitution. --------------------------------------- IN THE HOUSE OF REPRESENTATIVES MARCH 11, 1992 Mr. Major Owens of New York introduced the following joint resolution; which was referred to the Committee on the Judiciary --------------------------------------- JOINT RESOLUTION Proposing an amendment to the Constitution of the United States repealing the Second Amendment to the Constitution. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid for all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification: "ARTICLE "The second article of amendment to the Constitution of the United States is repealed.". ----- From: lvc@cblpf.att.com To: att!firearms-politics@CS.CMU.EDU Date: Tue, 14 Apr 92 10:23:58 EST Re: Repeal of the second amendment > Has anybody checked this out to see if it is for real? Isn't it a little > late for april-fools jokes? Yes, it's for real. It was reported in Gun Week. I sent away for a copy. The author, a NY Democrat, stated, "only an uncivilized nation would allow the ownership of firearms to civilians." -- Larry Cipriani, att!cblpf!lvc or lvc@cblpf.att.com "I just love the smell of gunpowder!" -- Bugs Bunny ----- Now my (Jeff C.'s) commentary: lauto!davids@uunet.uu.net suggests typesetting the bill and using it to wake up the millions of uncommited gun owners out there. Obviously he feels that this could be a publicity bonanza for our side. I like his idea, but would suggest getting real copies (if they're actually available from the sometimes secret government) eiher through your congressperson or through the House printing office (anyone have the number handy?) and doing what he suggests; posting it along with NRA applications at ranges, clubs, stores, etc. I may try to generate and distribute a fax along these lines with an image of the bill, a caption that reads "This is an actual bill. This is what we're up against in Congress. Stand up for your rights. Vote. Join the NRA." Something along those lines anyway. I propose a headline like "Still won't join the NRA?" I'd also try to include the House switchboard number (202-225-3121), the NRA publication order number (800-336-7402) for membership forms, the NRA membership number (800-368-5714), and the House printing office number. Let's make the most of thus stuff. Jeff C.
