I'd be interested in hearing back (maybe off line if it's too far out of the realm of this list) what you think about the individual requirements. ---------- I [state your name] hereby declare as follows: [] I am a citizen of the United States or a legal resident alien who can document continuous residency in the country for at least six months and have declared in writing to the Immigration and Naturalization Service my intention to become a citizen and can present proof of the written declaration tot the sheriff at the time of this application. [] I am at least 21 years of age. [] I have been discharged from the jurisdiction of the juvenile court for more than four years if, while a minor, I was found to be within the jurisdiction of the juvenile court for having committed an act which, if committed by an adult, would constitute a felony or a misdemeanor involving violence, as defined in ORS 166.470. [] I have never been convicted of a felony or found guilty, except for insanity under ORS 161.295, of a felony in the State of Oregon or elsewhere. [] I have never within the last four years, been convicted of a misdemeanor or found guilty, except for insanity under ORS 161.295, of a misdemeanor. [] There are no outstanding warrants for my arrest and I am not free on any form of pre-trial release. [] I have not been committed to the Mental health and Developmental Disabilities Services Division under ORS 426.130 nor have I been found mentally ill and presently subject to an order prohibiting me from purchasing a firearm because of mental illness. [] I meet the requirements of ORS 166.291 subsection (1)(a) to (f) of competency with a handgun. {see below} [] If any of the previous conditions do apply to me, I have been granted relief from the disability under ORS 166.274 or 18 U.S.C. 925(c) or have had the records expunged. [] I understand that I will be fingerprinted and photographed. [] I have read and understand the application. All information submitted is correct. I further understand that making false statements on this application is a misdemeanor. Signature/Date Competency Requirements: You must demonstrate competence by any of the methods provided by law as follows: (A) Completion of any NRA firearms safety or training course if handgun safety was a component of the course. (B) Completion of any firearms safety or training course of class available to the general public offered by law enforcement, community college or private institution or organization or firearms training school utilizing instructors certified by the NRA or a law enforcement agency if handgun safety was a component of the course. (C) Completion of any law enforcement firearms safety or training course offered for security guards, investigators, reserve law enforcement officers or any other law enforcement officers if handgun safety was a component of the course. (D) Present evidence of equivalent experience with a handgun through participation in organized shooting competition or military service. (E) Is licensed or has been licensed to carry a firearm in this state, unless the license has been revoked. (F) Completion of any firearms training or safety class conducted by a firearms instructor certified by a law enforcement agency or the NRA if handgun safety was a component of the course. {incidentally, this is what I did... about a 4 hour course for about $30, a local cop was teaching it in his spare time, NRA certified instructor} Additionally, one must be a resident (for six months) of the county in which the permit is being applied for. I guess the upshot of this is, if you move to a different county you will temporarily lose your permit? There is a clause by which they can deny you even if all of the above conditions are met: Irrespective of {above conditions} and subject to review under 1989 Oregon Laws Chapter 839 Section 11, the applicant may be denied, if there are reasonable grounds to believe that the applicant has been or is reasonably likely to be a danger to self or others, or to the community at large, as a result of the applicant's mental or psychological state, as demonstrated by pas pattern of behavior or participation in incidents involving unlawful violence or threats of unlawful violence. These conditions may include but are not limited to: 1. A history which shows an inclination toward confrontation with others, including neighbors, family members, etc. 2. A history of conflict with law enforcement officers. 3. Offenses involving firearms. 4. Documented problems involving alcohol and/or drug abuse. The last thing you need are 2 letters of reference from non related persons, and two pieces of ID, one with picture. Cost is $65 for 4 years, $50 for renewals. Also, the sheriff may waive the residency requirement for residents of contiguous states, who have a compelling business interest or demonstrated legitimate need. Of interest: Possession of a Conceal Handgun License (in Oregon) does not authorize you to carry a firearm into any federal building, in an airport or in any courhouse where the presiding judge has posted notice of such prohibition. --------- Whew. Both were official Task Force members. I was a "concerned citizen" attending all meetings, but not an official member.
