The document? Independence Issue Paper #14-93, "Concealed Handgun Permits for Licensed, Trained Citizens: A Policy That is Saving Lives" (30 pps. plus references, dated June 18, 1993) This is a *great* document which provides a nice overview of state concealed handgun licensing, a thorough dismissal of the alleged negative consequences of non-discretionary CCW, and even a pretty good discussion of the possibilities for a federal CCW permit... If you are interested, give the Independence Institute a call at 303-279-6536, or write to them at 14142 Denver West Parkway, Suite 101, Golden CO, 80401. It looks like a copy of the document, one will run you $6, but permission to reprint with credit is also conveyed, so buy a copy to help a good cause, and then go wild... Of course, North Carolina has no such thing as a carry permit. I didn't write this paragraph -- David Kopel did. (That's part of why I had him add his name as an author -- he added enough text that I wanted someone to share the blame for mistakes.) If you have occasion to give anyone a copy of this issue paper, make sure that you line the phrase "licensed in his home state to carry a firearm," out. If you find any other errors, please let me know. Once I finish my current book project, I am considering expanding this issue paper into something book length, including the 1992 crime statistics, justifiable homicide statistics for each state, and what happened to other felonies against people in these states.
