This is a transcript from a broadcast made on the "It's not about Guns,. . .It's about Freedom" radio show on KIEV 870 A.M. (Glendale, CA). Broadcasted each Tuesday night from 8:30 P.M. to 10:30 P.M. Typing errors are my own. ***********Beginning of Article******* Good evening, this is Gerald Upholt, Manager of Governmental Affairs for the California Rifle and Pistol Association with a "Legislative Watch" report on activities in the state capitol. **LEAD EXPOSURE WARNINGS** Most people are aware of the signs posted where alcoholic beverages are sold warning of the potential adverse health effects of consuming alcohol. A similar warning for lead will be displayed where firearms ammunition is sold beginning on January 1, 1996. It will contain the following language: "Discharging firearms in poorly ventilated areas, cleaning firearms, or handling ammunition may result in exposure to lead, a substance known to cause birth defects, reproductive harm, and other serious physical injury. Have adequate ventilation at all times. Wash hands thoroughly after exposure." Legislation, SB 23 (Peace, D-El Cajon), requiring this warning, has been passed by the legislature as part of a settlement in a Proposition 65 lawsuit brought against firearms ammunition manufacturers and dealers. Proposition 65, passed by California Voters, requires the posting of warnings in public places and work areas relative to the presence and effects of toxic substances. Although the settlement does impose a requirement on ammunition dealers to post a sign, it also benefits them by exempting them from liability for any harmful health effects resulting from exposure to the lead content of ammunition. Therefore, SB 23 is viewed by the firearms ammunition industry and dealers as being positive legislation.
