My own comments are in []. ************Beginning of Article********* MISUSE OF DROS FEES: AB 233 (Kuehl, D-Santa Monica) would raid the firearms purchasers DROS fund to pay for expansion of the data base for the Domestic Violence Protective Order Registry. This bill, which is opposed by CRPA, would set a bad precedent of requireing firearms buyers to pay for social programs if even the remotest connection can be made between the social program and the firearms buyers background check requirement. The connection in AB 233 is that some of the people listed in the registry are in a category of persons prohibited from possessing firearms. However, the purpose of the DROS fee is to pay for the cost of checking firearms buyers against existing data banks, not to pay for the establishment of new data banks or the expansion of current ones. It is a fee paid by a firearms buyer to check his or her background only. It was never intended to fund non-firearms buyers programs. [I checked out leginfo on this bill. We may be too late to stop it. According to the bill history, it has already passed the Assembly and is currently in the State Senate Committee on the Judiciary. It will take $56,000 from the DROS special account in the General Fund for purposes of Section 6380 of the Family Code and thereafter, provides a continuous $35,000 annual appropriation.] *************End of article********* All for now.
