Should this bill succeed, CA would have a non-discretionary CCW law, which means that no reason (good cause statement) would be required. Anyone who is able to pass standard criminal background and mental health checks would be presumed to be worthy for issuance; the burden of proving otherwise would be on the State and local authorities. This would be an enormous improvement over what we presently have in CA. I have been working with Ross Johnson and others associated with this legislation for some time, and will be testifying in support of the bill to the Assembly Public Safety Committee on Tuesday, April 19th. I have also been talking with Dr. Suzanna Gratia, who many of you may remember as the courageous woman who was inside Luby's Cafeteria in Kileen, Texas when George Hennard entered and killed numerous people, including Dr. Gratia's mother and father. Wishing to not violate Texas law (Texas has no CCW law and Texans cannot lawfully carry concealed), Dr. Gratia had left her gun in her car. It is her firm belief that had she taken it inside with her, she would have been able to prevent Hennard from killing so many people, and her parents might well be alive today. Since that tragedy occured, Dr. Gratia has been working hard for CCW reform across the nation; I've used quotes from some of her appearances before the legislatures of other states in some of my own presentations to CA legislators and others. We are working to try and get Dr. Gratia's airfare, lodging and expenses paid so she can come to Sacramento on the 19th and testify along with me before the Public Safety Committee. In any event, next Tuesday, April 19th, is a highly crucial time for this bill. If it fails to get out of this Committee, it is essentially dead. If it passes this Committee, it will go on to the Ways and Means Committee and then beyond through the legislative process. YOU CAN HELP GET CCW REFORM IN CA. You can write, fax and/or call each of the eight Committee members before the 19th and tell them you are in favor of AB 3368 and want them to pass it out of Committee. The two Republicans on the Committee, Paula Boland (Vice Chair) and Richard Rainey (one of the bill's co-authors) are not nearly so important to be contacted as they'll vote for the bill in any event, but the six Democrats -- Epple (Chair), Bates, Gotch, Isenberg, Lee, and Umberg -- are absolutely crutial. If you can't do anything else, write a letter to each of the Democrats, addressed to their Sacramento office as follows: Hon. XXX XXXX State Capitol, Room XXXX Sacramento, CA 95814 You can also send a copy to their district office, plus you can call their Sacramento office and/or fax their district office. But most important is to write a letter to their Sacramento office and mail it in sufficient time to arrive Friday the 15th, but no later than Monday the 18th, so they will get it before the hearing Tuesday morning, the 19th. I am told by senior Assembly staff that when time is short as it is in this instance, letters to the person's State Capitol office are most effective. Many politicians pay little attention to telephone calls in support of legislation, and Capitol fax numbers are difficult to get and frequently change. Letters, faxes and calls to district offices, especially when time is short, are likely to be ineffective, but cannot hurt as a supplement to a Capitol-addressed letter or if nothing else can be done.
