Our goal is to protect you, preserve your Constitutional right to freedom of expression, protect visitors and workers, and preserve the beauty of the Capitol and Park so others may enjoy them, too. The Capitol building serves many purposes. It is a place of business, it is the focal point of political activity in California, it is a carefully restored and maintained museum, and it is a beautiful park setting for events. The people who work at the Capitol take pride in maintaining it. The work of polishing woodwork, glass and marble, dusting, vacuming and picking up litter continues 24 hours per day. Capitol Park encompasses 40 acres of rare trees and shrubs. It is carefully maintained by a staff of groundskeepers and landscape architects who keep it in beautiful condition year around. Over 1,200 scheduled events take place at the Capitol yearly. Some examples include weddings, press conferences, picnics, demonstrations, military and graduation ceremonies, and many others. In addition, there are hundreds or thousands of unscheduled tour groups and private individuals who visit daily. This heavy use made it necessary to establish a policy to protect the Capitol building, the park and the people who come here. To reserve a location for your event, you must complete and sign the CSP Permit Application. your signature indicates your agreement to follow the CSP Event Policy, and if not, to pay for the damages inflicted to persons, property and/or the cost of personnel required to clean up the event site. Permit Information Permit Applications are required to reserve any part of the park. There are no fees for the Permit. Permit Applications may be completed in person at the Office of Capitol Services (OCS) in the State Capitol, Room 1028. The OCS will also mail or fax the application to you upon request. Reservations may be made up to one year in advance on a "first come, first served" basis. Permit Applications should be submitted at least five business days prior to the event, and no more than one year prior to the event. OCS staff is usually available to answer your questions from 9:00 AM until 4:00 PM. Monday through Friday. We are here to help you, so please come in or call if you have questions. If we are not available, we will return your message as soon as possible. Event Information Locations: OCS staff will help you select an appropriate location for your event. Some things you might consider include shade, access to electricity and bathrooms, and accessibility. The California State Police reserves the right to assign a location. Monitors: One monitor is required for every 50 event participants. Monitors must be able to direct people to water, bathrooms, trash cans, etc. They must also know when and how to contact CSP officers. Equipment: During working hours, equipment and services may be provided if you obtain Legislative Sponsorship. After 4:00 PM., on weekends and holidays, the State will not provide Equipment. However, you may rent equipment from private businesses at any time. Vehicles: Vehicles are never to be driven on the lawn. Vehicles may only be driven on paved walkways. Delivery vehicles must leave the property after delivery and after pick up are complete. Vehicles which are an integral part of the event may be allowed to stay on the grounds. However, you must provide the license plate number on the application and place a drip pan under the engine area. Trash. All trash generated by your event must be cleaned up and removed by your event volunteers or staff. You must remove all signs, decorations, and other refuse. You may rent mini-dumpsters for placement on the street or haul the trash away in pickups. If State employees are needed to clean up after the event, you will be billed for the cost. Chemical toilets: If your event is large or will last for more than 3 hours, chemical toilets may be required. Decorations: Nothing can be affixed to trees, shrubs, light poles, signs, etc. No stakes or signs are to be pushed into the ground. Signs may not be carried inside the Capitol. Water: It is very important to provide water on hot days. Changes of address/phone numbers: It is imperative that you notify the OCS of a change in your address or phone number. If you do not notify the OCS, we cannot contact you if necessary. Other events: Other events may be held simultaneously in or around the Capitol. We do not permit events to be located such that they impact each other whenever possible. However, unscheduled demonstrations do occur. If we receive information regarding any unscheduled events, we will notify you. The State of California is not responsible for any losses incurred in these circumstances. Confirmations: The OCS does not mail out copies of approved Permits. We produce a report which is distributed within the State Police and other impacted State Offices and Departments. CANDLES: Candles, cooking devices or equipment involving fire or flames are prohibited on state property. COMMERCIAL ACTIVITIES: Applications for commercial events will be denied per Section 1208(g), California Code of Regulations. Commercial Activities include distribution of flyers for private businesses such as restaurants and automobile repair shops, soliciting sales for private businesses utilizing brochures or the display of merchandise, etc. Proof of registration as a nonprofit entity with the Secretary of State will be requested. FEES: California State Police reserves the right to require a deposit. The deposit amount will be determined by Buildings and Grounds and the California State Police. The Office of Capitol Services will notify the Permittee if such a contract is necessary. FIRE: Fire is not permitted on State property. This prohibition includes candles, fireworks, and fires either contained or free standing. FIREARMS: Firearms are not permitted on state property. HORSE AND CARRIAGES: Horse and carriage services are not permitted on State property unless insurance and other requirements are met. INSURANCE: Insurance is required when liability is a consideration for events on State property. Some examples include events involving alcoholic beverages, animals, barbecues, etc. LEAFLETTING: No permit is necessary if only one person is engaged in noncommercial leafletting. Leafletters are responsible for clean up costs resulting from discarded leaflets. POLICE PROTECTION: Permittees shall make necessary arrangements in advance with the State Police to finance the contract amount for additional police personnel deemed necessary by CSP. POLITICAL FUND-RAISERS: Political fun-raising is prohibited in or on State property by Government Code Section 84309. PERMIT My paperwork for the permit is completed. I just need to give the Capitol Police a call to verify a couple of items on the list before I drop the form in the mail. FEES There is no fee for the permit, however...we will have to come up with funding for chemical toilets, water, sound system, dumpster rental, extra security (if CSP say we need it), damages, and any clean-up that is required after we are finished. I'm not sure how we will pay for all this, other than to front the money via credit card, and then to ask for donations at the rally to pay for the event. Do we (the net folks) want to pay for this ourselves? We may have to. Tomorrow I will call around Sacramento to research costs for chemical toilets, and a bottled water company. Sure would be nice if one of these companies were to be pro-2nd! :-) SECURITY We are required to have 1 "Monitor" for every 50 event participants. I would hope that we could fill these positions from people on the net. You could still participate in the Rally, but would also be required to do a little bit of work. Hey, someone has to do it, so be thinking about it. There is the possibility that CSP could require extra security for the event if they "deem it necessary". This could kill us. One list member sent me some sample prices for off-duty policemen. You don't want me to re-post the prices here. VERY EXPENSIVE. Several list members have radios and walkie-talkies that they have offered to let us use. This will be very useful for our "Monitors", and we will need to have someone that will lead our crew, this leader will be in communication with CSP officers, our monitors, and those of us who are organizing the event on the big day. The information that I'm getting from CSP and other groups who have held rallies, is that we handle our people as much as possible, and if things even hint of going sour, the CSP will be right there to help us. Everything I've heard is VERY positive about the CSP officers. I'm told that they were very helpful with the ABATE group at their most recent rally. TRANSPORTATION A few people have mentioned that their local gun store will actually close down on the day of the rally, and charter a bus to Sacramento. This has not been confirmed though. Many of you have written that you will car-pool with others to the event. I would hope that you all follow through with this, and that you encourage your local gun stores, ranges, and groups to do the same. Bus parking is located between L and N Streets on 10th Street and 15th Street. No special permit is required to park buses in these locations. Vehicles may enter and exit the park at various indicated driveways around the Capitol. Vehicles must stay on paved walkways and driveways at all times. Delivery vehicles must leave the park as soon as delivery is completed. If you plan on attending the rally, don't go with any empty seats in your car! Let others know that you are going, and offer to give them a ride. Is anyone familiar with AMTRAK scheduling and pricing? What about round-trip flights from various airports in the state? If someone could research the prices on various carriers, and then post to the net like Ron Phillips did with the hotel/motel information - this would be most helpful. SIGNS We are allowed to have signs, posters, banners, etc. Let's start some work in this area by discussing some of the slogans that we always see, read, and hear. I would hope that we will see signs that are thought-provoking, inspiring, famous, historic, and signs that tell the truth. I will also encourage you to make as many signs as you can, to bring these signs to Sacramento, and to hand them out to people who are willing to carry them. This worked out fairly well when I attended the SJC Militia Muster. I arrived with around 10 signs, and they were all picked up and carried by the people who were attending. (Someone sent me mail today indicating that we were in Gun Week recently) FAX TREE Bill Discipio and Marciano have both indicated that they are willing to send faxes out to stores and individuals of our event activities as things progress. LARGE GAPS I feel that we should concentrate on the areas which are closest to Sacramento, and the areas which hold the largest populations, then branch out from there.
